How we help…
KMF Advisory helps organisations gain and keep their regulatory approvals, run safe and well-governed operations, and make sure major projects and contracted services deliver what was promised.
Whether supporting safety management, regulatory approvals, operational strategy, governance improvement, or expert witness requirements, our focus is advice that can be acted on, and that leaves the organisation more capable, more resilient and demonstrably compliant.
Regulatory, Safety
and Security Assurance
-
Regulation rewards organisations that can demonstrate control, not organisations that can describe it, and the distinction is tested at two moments: when you are seeking a permission, and when the regulator has decided to look closely.
We advise operators and authorisation holders in aviation and maritime on obtaining approvals, holding them, and responding when the regulator's attention becomes formal.
We understand the rules the way the regulator will apply them, and we will tell you plainly when a pathway you are considering is not available. We do not promise outcomes the regulations cannot deliver.

Operating Performance
and Governance
-
Organisations rarely underperform for one reason. They underperform because an operating model built for one size of business is still in place at another, because accountability has become unclear, and because the board is receiving reports that are accurate and still do not describe the risk. Clients approach us when a transformation has stalled, an operating model is no longer fit for purpose, performance has fallen short, or a new board or chief executive has prompted a first-principles review. We establish what is happening and why, identify a pathway forward, and stay to ensure effective implementation.

Project, Contract and Assurance Advisory
-
This work is for organisations that fund, contract and depend on services they do not deliver themselves, such as health jurisdictions, emergency services agencies, not-for-profit providers, development funders and government bodies, and for boards that have committed capital to operational infrastructure.
Two problems routinely recur. Operational services or facilities are often delivered by project teams expert in one or two of the three things that matter, when safety regulation, contract compliance and procurement obligations all apply at once. And contracted services are often assured largely through contractor self-attestation and an audit right that is seldom exercised, on the assumption that the safety regulator covers the rest. It does not. A regulator assures compliance with the legislation; it does not assure conformance with your standards, your procedures or your contract. The gap between the two is where an agency's real risk sits.

Independent Review and Expert Evidence
-
Boards sometimes need the facts established independently before deciding whether anything further is required: what happened, what the evidence supports, and where the organisation stands. We conduct that work independently and confidentially to a scope agreed in advance and reported to the decision-maker. Where legal professional privilege matters, we can be engaged through your legal advisers. It is fact-finding to inform a decision, not a disciplinary process, and we decline matters where the result is expected rather than sought.
Where a matter has moved beyond advice, we provide independent expert reports and evidence for legal practitioners, insurers, operators and government agencies. An expert's duty is to the court or tribunal, not to the party paying, and we take instructions on that basis.
Expert domains: flight operations, crew conduct, training and checking, crew resource management, fatigue, maintenance and airworthiness, safety culture and transport security
Forums: civil litigation, coronial inquests, insurance disputes and the Administrative Review Tribunal
